Despina D. Samiotes, CEO, CFO, Principal

Despina Samiotes is a founding Principal, Chief Executive Officer, and Chief Financial Officer for Samiotes Consultants, Inc. Mrs. Samiotes has played a key role in the decision making process for the expansion and growth of the office from its inception in 1987. Her initial role began as Chief Financial Officer, which is a position that she continues to have until the present. Her responsibilities had expanded in scope when Charles Samiotes stepped down from the day-to-day operations of the firm in 2001, where she became the prime visionary in facilitating the direction of the company and its people. Her evolution as a leader culminated in her appointment as Chief Executive Officer in 2009, where she continues to give direction and leadership toward the achievement of the organization's philosophy, mission, strategy, and its annual goals and objectives. As CEO, she takes an active role in the general oversight of all operations of the Civil Engineering and Land Surveying departments, status of contracts, and all marketing strategies for the firm.

Mrs. Samiotes' responsibilities as Chief Financial Officer (CFO) involve overseeing the management and coordination of all fiscal reporting including: monthly financial reporting, organizational revenue/expense and balance sheet reports, budgets, business expenditures, cost benefit analysis, forecasting needs and the securing of new funding. She oversees accounts payable and receivable, business insurance plans, and navigates the ever-changing health care coverage analysis.

Some of her accomplishments as the founder of the firm include set-up and supervision of human resources, administrative and billing offices, instituting all employee company policy and benefits, establishing the company's internet and website presence, securing all rental leases and obtaining a 4,000 square foot office building for the firm's current location. She is the final decision maker on capital expenditures and company hires. Under her leadership, she is responsible for establishing the company's land surveying department in 2002, a major contribution to the comprehensive site services offered to the firm's clients.

Mrs. Samiotes participates in numerous groups and associations, including SBANE (Smaller Business Association of New England), SBANE's CEO Dialog Group, R.E. Action Boston, the Real Estate Industry's Community Service project, and is currently initiating a marketing networking group for women in business.

She is a graduate of Smith College with a BA in Biochemistry. Prior to founding Samiotes Consultants, Inc., Mrs. Samiotes was employed at Damon Biotech, a biotechnology firmed based in Needham, Massachusetts. Her responsibilities included project management and supervising a pilot research and development project involving treatment for lymphoma and related diseases. Before her employment at Damon Biotech, Mrs. Samiotes was laboratory supervisor of hematopathology at the Brigham and Women's Hospital in Boston, Massachusetts. At both positions, Mrs. Samiotes' research was cited in various published medical journals. She was awarded the Alvan T. Viola American Cancer Society Fellowship Award in 1980 for cancer research.

Additionally, she is a Registered Real Estate Salesperson in the Commonwealth of Massachusetts and has been involved with real estate development for over 20 years.

Charles G. Samiotes, PE,
Principal

Charles Samiotes is a founding Principal and Chief Executive Officer, Emeritus of Samiotes Consultants, Inc. Mr. Samiotes, along with his co-founder Despina Samiotes, established this civil engineering business in 1987. Based on Mr. Samiotes' experience working in a multi-discipline firm, the Samiotes' vision was to create a civil engineering company that would support the creative and collaborative efforts of the prime architectural designer on the project. As the lead Professional Civil Engineer and President of the firm until 2001, Mr. Samiotes promoted this philosophy, offering creative, quality engineering to an expanding client base. During his time in this capacity, he was instrumental in laying the foundation and growth of the firm as it stands today: a well established, respected site design company, servicing a variety of market sectors in the design, real estate and construction industries.

Although Mr. Samiotes stepped down from the day-to-day operations and marketing for the firm to pursue some of his other entrepreneurial passions in 2001, he remains on the Board of Directors, and continues to contribute as a mentor to the engineering department, management team, and staff. In addition, he maintains a role as Goodwill Ambassador at public events and with longtime clients.

Mr. Samiotes, a graduate of the University of Lowell (Lowell Technological Institute) with a BS in Civil Engineering, is a Registered Professional Civil Engineer in the Commonwealth of Massachusetts and other states, a member of the National Council of Engineering Examiners, an approved Soil Evaluator, and a Licensed Construction Supervisor in the Commonwealth of Massachusetts. Mr. Samiotes has served on numerous boards and committees, including the Massachusetts Planners Association and the DEP roundtable for the development of Title 5 regulations. In 2001, he was the recipient of a Congressional Medal of Honor for his involvement in community service.


Stephen R. Garvin, PE, LEED AP President

Stephen Garvin is President of Samiotes Consultants, Inc. Mr. Garvin has been with the firm since 1993, and was appointed as President in 2001, when Charles Samiotes left the day-to-day operations of the firm. Mr. Garvin's goal as President is to optimize efficiency and economy of operations, and to advance the company's mission and objectives to promote revenue, maximize profitability, and growth as an organization.

As Samiotes Consultants, Inc.'s lead professional, he is in charge of the marketing efforts on behalf of the firm amongst design professionals, institutions, and developers. His role is to identify opportunities and to promote the company to local, regional and international constituencies. Mr. Garvin is the lead contact for all direct marketing and the generation of proposals.

As President, he is responsible for directing and coordinating the daily operations of all professional staff to insure production efficiency, quality, service, and cost-effective management of resources. Mr. Garvin is directly responsible for the Civil Engineering Department and its staff, and as the firm's senior civil engineer, attends high profile hearings and approvals as the leading expert in the company. As chief engineer, Mr. Garvin's responsibilities entail obtaining state and local approvals, hydrologic design and calculations, writing contract specifications, review of all contract documents, construction administration, coordination of design issues with various disciplines, and all aspects of site and utility design. He also coordinates the Land Surveying department in conjunction with its Director, to assure that the goals and principals of Samiotes Consultants, Inc. are executed for Land Surveys. Some of his other key responsibilities include quality control and quality assurance, work-in-progress and internal project meetings with staff, client meetings, project assignment, project budgets, and the general oversight and review of projects, from start to completion. Mr. Garvin maintains client relationships as it relates to project management and job performance.

In the capacity of President, Mr. Garvin oversees all billing and reviews financials with the CEO on a monthly basis. In tandem with the CEO, he also reviews professional staff which includes communicating clearly and directly with employees concerning performance expectations, productivity and accountability. Together, they maintain vigilance on appraising performance, communicating this review to the employees, addressing complaints and resolving problems.

Mr. Garvin is a graduate of the University of Massachusetts Dartmouth (formerly Southeastern Massachusetts University) with a BS in Civil Engineering. He is a Registered Professional Civil Engineer in the Commonwealth of Massachusetts, as well as other New England states. Additionally, he is an approved Soil Evaluator in the Commonwealth of Massachusetts, and is recognized by the U.S. Green Building Council as a LEED Accredited Professional. He is a member of the American Society of Civil Engineers and the Boston Society of Civil Engineers.
